'Prevent creating an empty job' functionality at Rescan stage

ISSUE

When looking for a way to prevent empty jobs from being created, the documentation points to the following functionality/property in a Scan Create New Job form: "Prevent creating an empty job" property of the Capture composite control

However, that does not prevent empty job creation if the job is sent to Rescan stage.

This property is only available in SCNJ forms at the moment and there is nothing in the Job Service documentation that can do a similar job - adding a similar type of property/setting in the Rescan and/or Document Scan forms would allow for this kind of functionality to be used outside of the SCNJ form too and, thus, would greatly help customers that have such use cases.

The aim is to replicate the functionality of the "Prevent creating an empty job" property, so that the Scan activity (regardless of whether it's associated with a Rescan form or a Document Scan form) cannot be completed if there are no documents.
